ICSD's World Deaf Football Rankings
Overview:
International Governing Body of Deaf Football:
The governing body of international deaf football is the International Committee of Sports for the Deaf (ICSD) who is responsible for the Deaflympics and World Deaf Football Championships. http://www.deaflympics.com
Regional Confederations:
There are four (4) regional confederations under ICSD. They are:
- Asia Pacific Deaf Sports Confederation: http://www.apdsc.org
- Confederation of African Deaf Sports: (no website available)
- European Deaf Sports Organisation: http://www.edso.eu
- PanAmerican Deaf Sports Organisation: http://www.panamdes.org
International Governing Body of Football:
Fédération Internationale de Football Association (FIFA) is responsible for the organisation and governance of football's major international tournaments, most notably the FIFA World Cup, held since 1930. http://www.fifa.com
Introduction:
In order to move forward with the emergence of new international deaf football competitions, the ICSD decided to introduce a new World Deaf Football Rankings (WDFR) for Deaf International Football.
The WDFR’s main objective is to create a clear picture of where each respective deaf international football team stand in the international deaf football’s pecking order and monitor their progression.
The purpose of WDFR is to:
- Provide a valid method to compare deaf football from different confederations on a common scale
- Aid seeding and selection at the Deaflympics and World Championships football competitions
- Act as motivation for all countries and deaf footballers
- Operate as an incentive for confederations to put on high quality elite events
- Present as a means of wider promotion for elite deaf football
- Meet the expectations of the world deaf football community
The WDFR system is exclusively on the basis of results in major competitions because it is the fairest and easiest system for a minority group such as international deaf football. Transparency and simplicity are the key principles in the creation of the innovative WDFR system.
Inevitability, it would mean that smaller countries/associations would not even make it into the ranking system as they rarely qualify for the top events. However this would act as an incentive for further assistance from FIFA and ICSD towards the smaller associations.

1. Regional Confederation Deaf Football Championships (quadrennial)
Each regional confederation championships are held once every four years.
- APDSC:2015 Asia Pacific Deaf Football Championships
- CADS: 2015 African Deaf Football Championships
- EDSO: 2015 European Deaf Football Championships
- PANAMDES: 2015 Pan American Deaf Games
2. World Deaf Football Championships (quadrennial) 2016
3. Deaflympics Football Competition (quadrennial) 2017
Ranking Points:
The system of point attribution for the selected ICSD official competitions is as follows:
1. Each Regional Confederation Deaf Football Championships is included for 4 years with a 25% reduction each year.
2. The World Deaf Football Championships is included for 4 years with a 25% reduction each year.
3. The Deaflympics Football Competitions is included for 4 years with a 25% reduction each year.
In a championship of between 13 to 16 teams, ranking points shall be awarded as follow:

In the event of a missing round from the event (e.g. no quarter finals in the World Deaf Football Championships) points shall only be awarded for the group stages and the semi finals.
Seeding System:
The WDFR seeding system only applies for the Deaflympics Football Competitions and World Deaf Football Championships.
In the event of between 13 to 16 teams entered in a championship: The host country shall be placed in Group A1 while the 1st, 2nd and 3rd seeds shall be drawn into Group B1, C1 and D1 accordingly as illustrated below. [If no host country then the 1st, 2nd, 3rd and 4th seeds shall be drawn into Group A1, D1, B1 and C1 accordingly.]

In the event of any of the top seeds not participating in either the Deaflympics or World Deaf Football Championships, the next highest participating countries in the WDFR shall become seeded for that respective competition.
