Technical Regulations - Table Tennis

1. EVENTS
This competition will be conducted during the Summer Deaflympics 2025 from 15 Nov 2025 to 26 Nov 2025 and will consist of the following 7 events (3 for men, 3 for women and 1 for mixed):

2. PARTICIPANTS

2.1 Invitation to Participate
ICSD and the Organising Committee will invite all National Deaf Sports Federation (NDSF) members in good standing to participate in the competition.

2.2 Eligibility

2.2.1 Hearing Loss
Participation in the competition is restricted to athletes who are deaf and/or hard of hearing. Refer to the ICSD Audiogram Regulations for additional details on measurement of hearing loss.

2.2.2 Age
Athletes must meet the minimum age requirement for each event listed below:

2.2.3 Compliance
Only athletes who comply with the Deaflympics Regulations are allowed to participate in the competition.

2.9 Competition Entry Rules
Only an authorised representative of each NDSF is allowed to submit competition entries.

2.10 Non-Starting Athletes
A fine of USD$100.00 will be levied on each non-starting athlete unless he/she submits a doctor's declaration in writing English that he/she should not be allowed to start.

4. COMPETITION RULES AND REGULATIONS

4.1 Technical Organisation
ICSD is responsible for the technical organisation of the competition in conjunction with the International Table Tennis Federation (ITTF).

4.2 Committees

4.2.1 Technical Committee
The Technical Committee is comprised of the ICSD Table Tennis Director and other members nominated by the Organising Committee and approved by ICSD:

4.2.2 Protest Committee

4.3 Competition Rules
The competitions will be conducted in accordance with the ITTF Rules and Regulations (version: 2025). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follow:

4.3.1 Cases of a general nature will be resolved in accordance with the Deaflympics Regulations and this Table Tennis Technical Regulations.

4.3.2 Cases of a technical nature related to competition rules will be resolved in accordance with the ITTF Rules and Regulations.

4.4 Competition Equipment

All equipment used during competition must comply with the ITTF Rules and Regulations.

4.5 Competition Clothing

4.5.1 Participants must wear competitive uniforms representing their nationality, duly registered and published in accordance with the ITTF Rules and Regulations.

4.5.2 Participants must observe the Deaflympics Regulations regarding advertisements on their uniforms and clothing worn in the competition area.

4.6 Draw
The draw for all events will be conducted under control of the Technical Committee and in accordance with the ITTF Rules and Regulations.

4.7 Competition Plan
The competition plan will be conducted in accordance with the ITTF Rules and Regulations.

4.8 Officials

4.8.1 Judge/Referee/Umpire
Allocation of the officials to conduct the events will be made by the Technical Committee. Wherever possible, officials will possess the ITTF international license valid for 2025. However, officials with the highest level of national accreditation may be assigned.

4.8.2 Appointment
The Organising Committee, the Table Tennis Director and an ICSD-designated Representative shall appoint a ITTF representative and an appropriate number of officials to conduct each event.

4.9 Unforeseen Incidents
In the event of unforeseen incidents not covered by the rules and regulations, the Technical Committee will make a determination. In the absence of the Technical Committee, the ICSD Table Tennis Director will make a determination.

6.3.2 Attendance
Each participating NDSF may be represented by a maximum of two officials, of whom at least one must be deaf. The NDSF may also bring an interpreter if necessary.

6.4 Weight-In Schedule

7. CONTROL AND SANCTIONS

7.1 Hearing Devices
The use of any hearing aid(s)/amplification or cochlear implant is prohibited in the restricted zone area.

7.1.1 Restricted Zone
As per Audiogram Regulations, athletes participating in Summer Deaflympics 2025 are strictly prohibited from using any hearing aids or cochlear implant aids during competitions. This rule applies specifically to the restricted zone, which is defined as follows:

7.1.1.1 Restricted Area

The restricted area covers the entire sports hall field, including the Call Arena, the table tennis tables, the team benches and the training fields, and extends to the edge of the spectator area.

7.1.1.2 Authority

The authority lies with any of the two (2) umpires officiating during the match. The authority to inspect athletes outside the playing field within the restricted area lies with the Referee and/or Deputy Referee.

7.1.1.3 Inspection Location

The inspections for hearing aid take place in the Call Arena, where umpires check athletes rackets before entering the field of play (FOP) with the table tennis tables. To enter the main entrance to the field of play (FOP), athletes are also checked to see if they are wearing a hearing aid.

7.1.1.4 Violation

Only the Referee can issue a disqualification foul to an athlete found to be wearing a hearing aid inside the restricted area. The violation shall be documented by the Referee and/or Deputy Referee on the scoresheet and by the ICSD Table Tennis Director on the ICSD Violation Form.

7.1.2 Violation and Penalty
When this rule is violated, refer to ICSD Audiogram Regulations 10: Violations and Penalties.

7.1.3 Award Ceremony
Athletes may use any hearing device during the award ceremony. No penalty will be imposed for using such a device.

8. PROTESTS

8.1 Procedures for lodging a protest
All sport related protests will be resolved in accordance with the ITTF Rules and Regulations and will be adjudicated by the Protest Committee.

8.1.1 Any protest must be written in English on the Official Protest Form. The form and a deposit USD$100.00 must be given to the ICSD Table Tennis Director within 30 minutes after the official public posting of results.

8.1.2 The ICSD Table Tennis Director will decide whether the protest is sport-related or eligibility-related. The Protest Committee will review all sport-related protests, and the ICSD Representative will review all eligibility-related protests.

8.1.3 The deposit of USD$100.00 will be returned to the applicant only if the protest is considered valid.

8.2 Procedure for reviewing a protest
The Protest Committee will meet in the competition venue or a designated office at a time decided upon by the ICSD Table Tennis Director.

8.2.1 The ICSD Table Tennis Director will chair of the Protest Committee.

8.2.2 The Sport Liaison Officer (SLO) will be responsible for booking a meeting room and interpreters.

8.2.3 The SLO will contact and inform all members of the Protest Committee of the meeting time and location.

8.2.4 The ICSD Table Tennis Director will be responsible for liaising with the State Sports Association's Competition Manager.

8.2.5 After adjudication, the ICSD Table Tennis Director will forward the original Official Protest Form (along with the protest fee if the protest was denied) to the ICSD Secretariat. The SLO will forward a copy of the form to the Deaflympics Headquarters.

9. ADDENDUM

9.2 Draw (re 4.6)

9.2.1 The draw for all events will be conducted under the control of the Technical Committee and in accordance with the ITTF Rules & Regulations and the ICSD Table Tennis Regulations. The Technical Committee will determine an appropriate number of athletes and pairs for each event at the Technical Meeting. In case of disagreement, the ICSD Table Tennis Director will be the sole judge of the schedule. The entered athletes of all NDSF members will be drawn as follows.

9.2.2 For seeding groups, the "snake" system will be employed, in which the highest ranked athlete/team is placed in the 1st group, the 2nd in the 2nd group, the 3rd in the 3rd group and so on, until there is one in each group. In the simplest form, the next highest-ranked athletes/teams are similarly placed into the groups, starting this time with the last group, and ending at the first. The process continues until all athletes/teams have been placed, so that they form a continuous "snake" in the order of the latest ICSD Table Tennis World Rankings.

9.2.3 During the draw, care is taken to ensure that no combination of athletes from the same NDSF members compete in the same group round-robin or in the first match of the tournament. In addition, the same group and the same NDSF members from the first phase will be drawn separately in the second phase tournament.

9.3 Competition Plan (re 4.7)
The competition plan will be conducted in accordance with the ITTF Rules & Regulations for group competitions (Rule 3.7.5) and ICSD Table Tennis Technical Regulations.

9.3.1 Disciplines for Team Event
The team event will be conducted as the best of five (5) matches (New Swaythling Cup system, 5 singles) in accordance with the ITTF Rules & Regulations (Rule 3.7.6.1).

The team event will be conducted according to the system valid for the Deaflympics, in which each team consist of three (3) athletes. The order of the matches will be as follows:
A vs X
B vs Y
C vs Z
A vs Y
B vs X

The draw for A, B, C or X, Y, Z will be conducted before the start of a team event. The team captains must specify to the umpires the names of their team members, with each athlete receiving the order of the match.

9.3.2.1 First Stage (Round Robin)
The first stage of the team events will be a round-robin system in accordance with the rules and regulations in the ITTF Statutes for group competitions (Rule 3.7.5.).
In the case of seven (7) or fewer teams, the ranking will be determined by round robin system in only one group as the first stage. (The second stage will be not held).
In the case of more than eight (8) teams, the teams will be as sign into multiple groups of three (3) or five (5) teams each, and will be held by round robin in each group as the first stage.

9.3.2.2 Second Stage (Tournament)

9.3.2.3 Final Round
According to the classification in the preliminary round the teams will play the final round in the following form:

9.3.2.4 One Group
If there are less than seven (7) teams the system everybody vs. everybody will be played in one (1) group.

9.3.2.5 Two Groups

9.3.2.5.1 Semifinals
The semifinals will be played A1 vs B2 and B1 vs A2.
The winning teams of the semifinals play in the final match for the first and second place, while the two (2) losing teams have to get for the two (2) third places.

9.3.2.5.2 Classification
The third-placed teams from each group (A3 vs B3) will play for the fifth place and for the sixth place.
The fourth-placed teams from each group (A4 vs B4) will play for seventh place and for the eighth place.
The fifth-placed teams from each group (A5 vs B5) will play for the ninth place and for the tenth place.

9.3.2.6 Three Groups

9.3.2.6.1 Finals
The winners (A1 - B1 - C1) of the 1st places come in the group matches 1st to 3rd places.

9.3.2.6.2 Classification
The losers (A2 - B2 - C2) of the 2nd places come in the group matches 4th to 6th places.
The losers (A3 - B3 - C3) of the 3rd places come in the group matches 7th to 9th places.

9.3.2.7 Four Groups

9.3.2.7.1 Quarterfinals
The first- and second-placed teams from each group will play in the following order:
A. A1 vs C2
B. B1 vs D2
C. C1 vs A2
D. D1 vs B2
The winning teams of the quarterfinals will play in the semifinals for the first four places, while the losing teams will play for the fifth to eighth place.

9.3.2.7.2 Semifinals

9.3.2.7.3 Finals
The winning teams of the semifinals play for the first and second place, while the two (2) losing teams have to get for the two (2) third places.

9.3.2.7.4 5th-8th Place

2. Loser of quarterfinal "B" vs. Loser of quarterfinal "C"

9.3.2.7.5 5th-6th Place

9.3.2.7.7 Classification
The third, fourth and fifth placed teams of each group will play in a knock-out system for the ninth and the following places, whereas the winner will be ranked to the ninth place and the losers to the following places. The order of the matches will be as follows.
A3 vs C3
B3 vs D3
A4 vs C4
B4 vs D4
A5 vs C5
B5 vs D5

9.3.2.8 Eight Groups

9.3.2.8.1 Second Round
The winners of the eight groups play against the second-placed teams of each group in the following order:
A. A1 vs E2
B. B1 vs F2
C. C1 vs G2
D. D1 vs H2
E. E1 vs A2
F. F1 vs B2
G. G1 vs C2
H. H1 vs D2
The winners of the second round will be qualified for the Quarterfinals. The losing teams play for the nine (9.) place to sixteen (16.) place.

9.3.2.8.2 Quarterfinals
The winners of the quarterfinals will play in the semifinals and the losing teams play for the fifth to eighth place.

9.3.2.8.3 Semifinals

9.3.2.8.4 Finals
The winning teams of the semifinals play for the first and second place, while the two (2) losing teams have to get for the two (2) third places.

9.3.2.8.5 5th-8th Place
The losers of the quarterfinals have to play against each other for the places from 5th to 8th.

9.3.2.8.8 Classification
The third, fourth and fifth placed teams of each group will play in a knock-out system from the sixteen (16.) place and the following places, whereas the winner will be ranked to the sixteen (16.) place and the losers to the following places.

9.4 Competition Entry Standards (re 2.8)

9.4.1 Maximum of Teams
No more than twenty-four (24) teams might register for the first stage as the first- round robin.

9.5 Singles, Doubles and Mixed

9.5.1 Disciplines for Singles

9.5.1.1 No more than 128 players might register for the first stage as the first-round robin, in accordance with the rules and regulation in the ITTF Statutes 4.1.9.5.

9.5.1.2 The singles in the first phase of the group will be played in three (3) winning sets (best of five games) according to ITTF rules. But only the second phase will be played in a four-sets system (best of seven games).

9.5.1.3 First Stage (Round Robin)
In the first stage of singles, matches will be played in a round-robin system with each group of four (4) to six (6) players, and the first and second place from each group will advance to the second stage of the tournament.

9.5.1.4 Second Stage (Tournament)
In the second stage of singles, matches will be played in a straight knockout system as tournament that match-up the first-place finisher from one (1) group plays the second place finisher from other group in the first round. The first two (2) group winners of all competitions play in knockout mode, where players from the same group and NDSF members are seeded separately.

9.5.2 Disciplines for Doubles (including Mixed)

9.5.2.1 No more than 64 pairs might register for the first match, in accordance with the rules and regulations in the ITTF Statutes 4.1.9.5.
All doubles including the mixed will be played on a straight knockout system as a tournament. Doubles pairs from the same country must be drawn separately.

9.5.2.2 All doubles including the mixed will be played on a straight knockout system as a tournament. Doubles pairs from the same NDSF members must be drawn separately.

9.5.2.3 All doubles will be played in a knockout phase with four (4) winning sets (best of seven games).

9.5.2.4 All doubles including the mixed doubles there will be no cross- NDSF members competition.

9.6 ICSD Table Tennis World Rankings
The seeding of the teams and all events are defined according to the ICSD Table Tennis World Rankings and will be announced by the ICSD Table Tennis Director seven (7) days before the start of the competitions on the official website of the Deaflympics 2025 and confirmed by the Technical Committee. It must comply with the ITTF as 3.6.2 is a regulation.

9.7 Sign Language Interpreter
Only one (1) official interpreter provided by the NDSF is allowed on the table tennis court when needed.

9.8 Penalty Fee
The penalty fee is to be paid to the athlete, coach and official in conjunction with the card. The offence shall be documented by the Umpire on the scoresheet and by the ICSD Table Tennis Director on the ICSD Violation Form, which will be invoiced directly to the ICSD Member by the ICSD Office after the event.

9.8.1 Athlete
