Technical Regulations - Badminton

1. EVENTS
This competition will be conducted during the Summer Deaflympics 2025 from 15 Nov 2025 to 26 Nov 2025 and will consist of the following 6 events (2 for men, 2 for women and 2 for mixed):

2. PARTICIPANTS

2.1 Invitation to Participate
ICSD and the Organising Committee will invite all National Deaf Sports Federation (NDSF) members in good standing to participate in the competition.

2.2 Eligibility

2.2.1 Hearing Loss
Participation in the competition is restricted to athletes who are deaf and/or hard of hearing. Refer to the ICSD Audiogram Regulations for additional details on measurement of hearing loss.

2.2.2 Age
Athletes must meet the minimum age requirement for each event listed below:

2.2.3 Compliance
Only athletes who comply with the Deaflympics Regulations are allowed to participate in the competition.

2.8 Competition Entry Standards

2.9 Competition Entry Rules
Only an authorised representative of each NDSF is allowed to submit competition entries.

2.10 Non-Starting Athletes
A fine of USD$100.00 will be levied on each non-starting athlete unless he/she submits a doctor's declaration in writing English that he/she should not be allowed to start.

4. COMPETITION RULES AND REGULATIONS

4.1 Technical Organisation
ICSD is be responsible for the technical organisation of the competition in conjunction with the Badminton World Federation (BWF).

4.2 Committees

4.2.1 Technical Committee
The Technical Committee is comprised of the ICSD Badminton Director and other members nominated by the Organising Committee and approved by ICSD:

4.2.2 Protest Committee
The Protest Committee is comprised of the ICSD Badminton Director and other members nominated by the Organising Committee and approved by ICSD:

4.3 Competition Rules
The competitions will be conducted in accordance with the BWF Rules and Regulations (version: 2024). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follow:

4.3.1 Cases of a general nature will be resolved in accordance with the Deaflympics Regulations and this Badminton Technical Regulations.

4.3.2 Cases of a technical nature related to competition rules will be resolved in accordance with the BWF Rules and Regulations.

4.4 Competition Equipment

All equipment used during competition must comply with the BWF Rules and Regulations.

4.5 Competition Clothing

4.5.1 Participants must wear competitive uniforms representing their nationality, duly registered and published in accordance with the BWF Rules and Regulations.

4.5.2 Participants must observe the Deaflympics Regulations regarding advertisements on their uniforms and clothing worn in the competition area.

4.6 Draw
The draw for all events will be conducted under control of the Technical Committee and in accordance with the BWF Rules and Regulations.

4.7 Competition Plan
The competition plan will be conducted in accordance with the BWF Rules and Regulations.

4.8 Officials

4.8.1 Judge/Referee/Umpire
Allocation of the officials to conduct the events will be made by the Technical Committee. Wherever possible, officials will possess the BWF international license valid for 2025. However, officials with the highest level of national accreditation may be assigned.

4.8.2 Appointment
The Organising Committee, the Badminton Director and an ICSD-designated Representative shall appoint a BWF representative and an appropriate number of officials to conduct each event.

4.9 Unforeseen Incidents
In the event of unforeseen incidents not covered by the rules and regulations, the Technical Committee will make a determination. In the absence of the Technical Committee, the ICSD Badminton Director will make a determination.

6.3 Technical Meeting

6.3.1 Date and Location

6.3.2 Attendance
Each participating NDSF may be represented by a maximum of two officials, of whom at least one must be deaf. The NDSF may also bring an interpreter if necessary.

7. CONTROL AND SANCTIONS

7.1 Hearing Devices
The use of any hearing aid(s)/amplification or cochlear implant is prohibited in the restricted zone area.

7.1.1 Restricted Zone
As per Audiogram Regulations, athletes participating in Summer Deaflympics 2025 are strictly prohibited from using any hearing aids or cochlear implant aids during competitions. This rule applies specifically to the restricted zone, which is defined as follows:

7.1.1.1 Restricted Area

The restricted area is the whole field of play in the Main Arena.

7.1.1.2 Authority

The ICSD Badminton Director and match umpires have the authority to inspect athletes only for the presence of hearing devices.

7.1.1.3 Inspection Location

At the 'Meeting Point, ' the match umpire must examine all athletes to ensure they are not wearing hearing devices before they walk onto the badminton court.

7.1.1.4 Violation

If an athlete puts their hearing devices on the court, the athlete will automatically be disqualified from that event (red card). If the same athlete does that twice, the athlete will be given a black card, which means they will be disqualified from all competitions. All violations must be documented by the ICSD Badminton Director using the ICSD Violation Form.

7.1.2 Violation and Penalty
When this rule is violated, refer to ICSD Audiogram Regulations 10: Violations and Penalties.

7.1.3 Award Ceremony
Athletes may use any hearing device during the award ceremony. No penalty will be imposed for using such a device.

8. PROTESTS

8.1 Procedures for lodging a protest
All sport related protests will be resolved in accordance with the BWF Rules and Regulations and will be adjudicated by the Protest Committee.

8.1.1 Any protest must be written in English on the Official Protest Form. The form and a deposit USD$100.00 must be given to the ICSD Badminton Director within 60 minutes after the official public posting of results.

8.1.2 The ICSD Badminton Director will decide whether the protest is sport-related or eligibility-related. The Protest Committee will review all sport-related protests, and the ICSD Representative will review all eligibility-related protests.

8.1.3 The deposit of USD$100.00 will be returned to the applicant only if the protest is considered valid.

8.2 Procedure for reviewing a protest
The Protest Committee will meet in the competition venue or a designated office at a time decided upon by the ICSD Badminton Director.

8.2.1 The ICSD Badminton Director will chair of the Protest Committee.

8.2.2 The Sport Liaison Officer (SLO) will be responsible for booking a meeting room and interpreters.

8.2.3 The SLO will contact and inform all members of the Protest Committee of the meeting time and location.

8.2.4 The ICSD Badminton Director will be responsible for liaising with the State Sports Association's Competition Manager.

8.2.5 After adjudication, the ICSD Badminton Director will forward the original Official Protest Form (along with the protest fee if the protest was denied) to the ICSD Secretariat. The SLO will forward a copy of the form to the Deaflympics Headquarters.

9. ADDENDUM

9.1 Deaflympics Qualification
As for the Deaflympics 2025 Tokyo, we will use a new badminton qualification system as explained below.

Each country can automatically send the following:
Two (2) men’s singles
Two (2) women’s singles
Two (2) men’s doubles
Two (2) women’s doubles
Two (2) mixed doubles

If you have three (3) or four (4) male and female players in the top 50 of the singles and mixed doubles rankings, we will accept up to three (3) or four (4) singles players and three (3) or four (4) mixed doubles pairs respectively.

9.1.1 Deaflympics Badminton Participants
1. A maximum of four (4) athletes per gender per country will be allowed to participate.
2. There are a maximum of two (2) singles per gender per country and four (4) per gender if the 3rd and 4th athletes are in the top 50 in the ranking list.
3. A maximum of two (2) doubles pairs per gender per country.
4. A maximum of two (2) mixed doubles pairs per country. A maximum of four (4) pairs if the 3rd and 4th pairs are in the top 50 in the ranking list.
5. A maximum of one (1) team per country in the Team event.

9.1.2 Deaflympics Badminton Wildcard Athletes
A competition wild card entry is awarded to an athlete at the discretion of the ICSD Badminton Director, with a letter of evidence, as stated in #2 (see below in 2a, 2b and 2c).

1. An athlete was ranked in the top 25 in the previous ranking cycle
2. An athlete who did not participate in the past 2 years' competitions due to:
2a. medical circumstance that prevents them from playing in the competitions.
2b. living in a different country due to war conflict.
2c. family bereavement.

9.2 Brand of Shuttlecock
The shuttlecock will be YONEX TOURNAMENT F-90.

9.3 Courts
There are seven 7 courts. The surface is wood and covered by a general sport rubber surface with BWF-approved badminton mats on the top. (Subject to confirmation).

9.4 Competition Clothing (Ref: 4.5)

9.4.1 Colours of Doubles Partners and Team
In team and doubles events, all players must wear the same-coloured shirts and shorts, under BWF Rules.
(Each player must have at least two (2) shirts and shorts in different colours available for the individual and team events.)

9.4.2 Preferred Shirt Colours
It is mandatory for players in all team, singles, and doubles matches to wear colours that differ significantly from their opponents. Preferred shirt colours should be registered before each match.

9.4.3 Names & Country on the back of shirts
The family name of the player and the name of the country on the back of the shirt are mandatory. Name on top and country below.

9.5 Competitions Plan (Ref: 4.7)

9.5.1 Individual Events (Singles and Doubles)

9.5.1.1 Preliminary Stage
The players/pairs will be divided into groups of 3 to 4 players/pairs each. During the preliminary stage, each player/pair will play each other player/pair in its group once.

9.5.1.2 Knock-out Stage
After the preliminary stage is concluded, the players/pairs classified 1 and 2 in each group will play in the knock-out stage, where only the winners will advance to the next round.

9.5.1.3 Seeding
The participating players/pairs will be seeded based on the official ICSD Badminton Ranking List.

9.5.2 Team Event
To enter the team event, the NDFS must have a minimum of two (2) men and two (2) women.
Teams shall be required to play ties comprising: One (1) men's singles, one (1) women's singles, one (1) men's doubles, one (1) women's doubles, and one (1) mixed doubles.

9.5.2.1 Constitution of Matches and Teams
According to Sudirman Cup's 11.3.1 regulations:
• Each tie shall be decided by the results of the two (2) singles and three (3) doubles matches and all of these five (5) matches shall be played.
• No player shall play in more than two (2) matches.
• If a team has only one (1) male or one (1) female player at the start of a tie, two (2) matches must be conceded to their opponents and the player available can only play in one (1) match.

9.5.2.2 Preliminary Stage
The teams will be divided into groups of 3 to 4 teams each. During the preliminary round, each team will play each other team in its group once.

9.5.2.3 Knock-out Stage
After the preliminary stage is concluded, the teams classified 1 and 2 in each group will play in the knock-out stage, where only the winners will advance to the next round.

9.5.2.4 Seeding
The participating teams will be ranked based on the overall strength of the team.
a) The overall strength of the team will be determined based on the official ICSD Badminton Ranking List.
b) Total ranking points of highest ranked one (1) men’s singles player, one (1) women’s singles player, one (1) men’s doubles pair, one (1) women’s doubles pair and one (1) mixed doubles pair from each country shall be compared to determine the overall strength of the team.

9.6 Officials

9.6.1 Referee (Ref: 4.8.1)
The referee shall be fully qualified and certified by the BWF. The referee shall act in concert with the ICSD Badminton Director. However, in matters concerning the interpretation of the Rules of Badminton, the referee's decision shall be final.

9.6.2 Umpires and Judges
Each match shall have one (1) umpire, one (1) service judge and two (2) line judges. However, the semifinals and finals shall have one (1) umpire, one (1) service judge and four (4) line judges. The referee and deputy referees shall supervise all umpires and judges.

9.7 Draw
The draw will take place during the technical meeting on 14th November 2025.
