Technical Regulations - Ice Hockey

3. EVENTS
Team tournament competition will be conducted for men only.

4. PARTICIPANTS

4.1. Age Eligibility
All ice hockey competitors must be at least 18 years old in 2011 (born in 1993 or before).

4.2. Each National Federation may enter one (1) men's team. Participation in the Deaflympics is limited to a maximum of sixteen (16) men's teams.

Men's Teams (6): FIN (2009 World Champion) - CAN - RUS - SVK - SWE - USA

4.3. Number of Players
Each team may register up to twenty (20) players and three (3) goalkeepers. However, for any game, only a maximum of 20 players and 2 goalkeepers may dress to play.

4.4. All participating players 20 years and younger (born in 1991, 1992, and 1993) will be required to wear a full face mask. Failure to do so will result in expulsion from the game. An expelled player may participate in the next game if he is wearing a full face mask.

5. REGISTRATION

5.1. The preliminary registrations with an indication of the probable number of athletes in each event must be submitted to the Secretariat no later than 15 January 2010.

5.2. The final registrations with the names of each athlete indicating event entered must be submitted to the Secretariat no later than 04 February 2011. Such submissions may be made by telefax if followed by the official registration form.

5.3. No changes or additional entries will be accepted after 04 February 2011.

6. VENUES

6.1. Competition Venue
The Ice Hockey tournament will take place at the Arena Poprad in the town of Poprad. There will be a First Aid station.

6.2. Training Venue
There will be two (2) training venues:

  • Arena Poprad in Poprad
  • Zimny’s Stadion in Kezmarok

Training will follow a schedule set by the Organizing Committee.

8. COMPETITION RULES AND REGULATIONS

8.1. Technical Organisation
ICSD is responsible for the technical organisation of the Ice Hockey competitions.

8.2. Competition Rules
The Ice Hockey competitions will be conducted in accordance with the Rules and Regulations of the IIHF (version TBA). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follows:

8.2.1. Cases of a general nature will be resolved in accordance with Deaflympics Regulations, General Technical Rules – Winter Deaflympics, and this Ice Hockey Technical Regulations.

8.2.2. Technical questions related to competition rules shall be resolved according to the IIHF Rules and Regulations.

Only athletes who comply with the Deaflympics Regulations are entitled to take part in the Deaflympics Ice Hockey competitions.

8.3. Competition Equipment
All equipment and implements used during competitions will comply with the IIHF Rules and Regulations.

8.4. Competition Clothing

8.4.1. Each team must have at least two sets of clothing in different colours. Team colours and jersey numbers (1 - 99) must be identified on the final entry by 04 February 2011. The one set must be of light colours and the second set of dark colours.

The home team will wear the light set and the visiting team the dark set. The numbers shall be at least 20cm to 25cm high on the back.

8.4.2. The colours of the first set, which may correspond to the colours of the country, will be specified on the final entry.

8.4.3. The captains of the teams must wear a "C", and the two assistant captains must wear an "A" on the front.

8.4.4. The players must wear the same number as on the entry form throughout the competitions, even if the position of the player is changed. The front of the team uniform Jersey must clearly indicate the country. The logo of a local Deaf sports Organization must not be shown on the uniforms. A team or player breaking this rule will not be allowed to play until the uniform has been changed.

8.5. Draw
The draw for teams participating in the preliminary round of the men's tournament was held on 24 January 2010 at the Grand Hotel Kempinski in Vysoké Tatry, Slovakia.

8.6. Competition Plan

8.6.1. The competition will consist of a round robin, each team playing each other.

8.6.2. The matches will consist of three periods of 20 minutes each with stop time. There will be an interval of 15 minutes after each period.

8.6.3. There will be 15 minutes warm-up period prior to the start of the game. Immediately following this warm-up the ice will be cleaned and flooded in preparation for the game.

8.6.4. The scores will be evaluated separately, as follows:

Match won two points
Match tied one point for each team
Match lost zero points

8.6.5. In case of equality of points between two or more teams for any classification, the teams will be ranked according to the following rules:

a) Where two or more teams have equal points, their positions will be determined by the results of the games played between such teams.
b) If the goal system has to be applied, then firstly the goals scored against the team will be deducted from the goals scored for. The team having the greatest surplus takes precedence.
c) If equality still exists, then one must divide the goals scored for by the goals against; the team having the greatest quotient takes precedence.
d) If equality still exists, then all games played will count as long as the teams in equality have played with the same opponents.

8.7. Officials

8.7.1. Referees
The referees to conduct the matches are designated by the technical committee. All referees must be in possession of an IIHF international referee license valid for 2011. If the host country cannot locate an IIHF internationally certified referees for the Games, then all countries participating in the Games will be invited to bring an IIHF internationally certified referee and the host country will cover the expenses. The countries will be notified six months in advance of the Games about the status of the referees. If a country elects to bring an internationally certified referee but was not invited to bring one, then that country may do so and will pay all of the expenses. Countries that elect to bring a referee must inform the 2011 Vysoké Tatry Organizing Committee 90 days prior to the commencement of the Games.

8.7.2. Appointment
The Organizing Committee shall appoint an appropriate number of referees, judges, scorers and timekeepers.

8.8. Withdrawal
If a team withdraws after the Winter Deaflympics have begun or is disqualified during the group matches, the group must continue without this team or a replacement. The matches played by the team concerned will not be taken into consideration.

9. PROTESTS

9.1. Procedure for lodging a protest
All sport related protests will be resolved in accordance to the IIHF Rules and Regulations and will be managed by the Ice Hockey Protest Committee. Any official protest must be submitted in writing in English on the Official Deaflympics Protest Form. The form must be given to the ICSD Technical Director with USD $50 within 30 minutes after official posted results.

The ICSD Technical Director will decide whether the protest is sporting related or eligibility related. The Ice Hockey Protest Committee will review all sport related protests, and the ICSD Executive Committee will review all eligibility protests. The deposit of USD $50 will be returned to the appellant only if the protest is considered valid.

9.2. Procedures for reviewing a protest
The Ice Hockey Protest Committee will meet in the Technical Directors office in Poprad at a time decided upon by the chairperson of the committee.

  • The ICSD Technical Director will be the chairperson of the committee.
  • The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters.
  • The Sports Liaison Officer (SLO) will contact all committee members to inform them of the meeting time and location.
  • The ICSD Technical Director will be responsible for liaising with the State Sports Association's Competition Manager.

The Sports Liaison Officer (SLO) will be responsible for informing Games Headquarters GHQ and the ICSD Technical Director will be responsible for informing ICSD Executive Committee about the protest and also the outcome of the protest.

10. CONTROL AND SANCTIONS

10.1. Hearing Aids
The use of any hearing aid/amplification or external cochlear implant parts are not permitted within the restricted zone area. The ICSD Technical Director and one observer selected from the ICSD Executive Committee will be allowed to check for hearing aids on the players before the game, during the game, and between periods.

10.1.1. Restricted Zone Area
The restricted zone area is in effect from the time athletes enter on or off the ice during the warm-up and competition period.

10.1.2. Violation and Penalty
When this rule is violated, the match shall immediately be stopped and the offending team shall lose by 0-5. Refer to Audiogram Regulations, 8: VIOLATIONS and PENALTIES.

10.2. Medical Control
Refer to General Technical Rules - Winter Deaflympics, Article 4 - CONTROL AND SANCTIONS.

11. TECHNICAL MEETING

11.1. Date and Location
The Ice Hockey technical meeting will be held on TBA February 2011 in TBA at TBA.

11.2. Attendance
Each participating National Federation may be represented by two officials, of whom at least one must be deaf and, if necessary, an interpreter.

Each National Federation must bring two (2) sets of uniforms to the technical meeting for review and approval.
