During Congress in Paris 1946, after a 7 year hiatus from World War II, Congress proposed and approved the first Winter Games. Seefeld, Austria was the first country host of the International Winter Silent Games.

The sports offered at the I International Winter Games for the Deaf were held in the disciplines of Alpine Skiing and Cross Country Skiing.
