A native of Krasnoyarskii krai, he attended schools for the deaf in Novokuznetzk, Russia, and Odessa, Ukraine. Received a pedagogy degree from Odessa University. A multifaceted sportsman as he was the only deaf to win the gold medals in judo (1972 European Championships) and sambo (1971 USSR Championship). The Soviet Union's and Russia's delegate at the CISS Congresses between 1987 and 2013. Former board member of the European Deaf Sports Organization. 2003-2018 - President of the VOG (All-Russian Society of the Deaf). Since 20 September 2013 to 2018 he is the ICSD President.
